On April 1, 2012, an unnamed 28-year-old woman in Suwon, South Korea, called the police to report that she had been kidnapped by Wu Yuanchun, who was threatening to rape and kill her. She was calling from inside his locked bathroom. She said that she had accidentally bumped into him on the street and he responded by forcing her into his home. He eventually got into the bathroom where he proceeded to rape her until the line went dead. The call lasted around seven minutes and was traced by GPS yet the police did not respond to the call until 13 hours later, when they broke down the door of his apartment. The body of the victim was found chopped into almost 400 separate pieces. A public outcry was raised against the police considering they did not respond promptly to the woman’s call for help. Yuanchun was originally sentenced to death but that was later commuted to life imprisonment.
